緊急のセキュリティリリース。侵害された eMudhra 中間 CA 鍵を ssl モジュールで不信扱いにし、pip の通常利用を攻撃から守るようにした。tarfile.tar_filter で宛先を置き換えるリンクを拒否する修正（CVE-2026-114583）や、http.cookiejar で負のバージョンの Cookie を拒否する修正も含む。ほかに約120件のバグ修正を含む。
