Python 3.13.18 のセキュリティ更新。漏洩が判明した eMudhra 中間 CA の鍵を ssl モジュールで信頼しないよう変更し、pip の通信を攻撃から守る。同梱の Expat を 2.9.0 に更新し、tarfile でリンクが展開先を置き換える問題も修正した。
