GitHub へのコントリビューション手続きを整備した。Issue / PR テンプレート、CODEOWNERS によるレビュー割り当て、パスごとのラベル付けを追加した。あわせて、GCC / Clang での Debug ビルドと既定の MTR テストを PR 上で自動実行する CI を導入し、ワークフローの権限と認証情報の扱いを絞り込んだ。
